Within the communities of Siegelbach and Erfenbach (nearby the City of Kaiserslautern) several landfill sites exist in the direct vicinity of the former public open air bath ”Pfaffenwoog”. Due to a potential contamination first soil and groundwater investigations were performed already in 1990 while the open air bath still was under operation. Based on the analysis results, detailed investigations were contracted by the City of Kaiserslautern. In the course of the evaluation of the analysis results according to § 26 of the State Waste and Water Law (LAbfWAG), additional investigations and risk assessment measures took place at the total landfill areas. For reasons of an optimized budgeting of this project, the all-encompassing investigation program was performed in several phases.
The investigation and sanitation strategy required
- an emission survey of the former landfill sites (air and water emissions)
- the preparation of alternative sanitation concepts according to the ”Cooperation Model Rheinland-Pfalz”, including
- an ecological expertise
- the preparation of a land preservation and recultivation plan
- an preservation concept for compensation- and alternative areas
- the sanitation of the landfill sites according to the Technical Guideline for Municipal and Sanitary Wastes, incl. surface sealing, relocation of one landfill section as well as lowering the groundwater level in stowed areas as well as gas discharge
